日本的食品接触材料法规依据《食品卫生法》及其修正案制定,自 2020年起引入了针对合成树脂的肯定列表(Positive List, PL)制度,该制度的制定和管理最初由厚生劳动省(MHLW)负责,自 2024年 4月起主要移交至消费者厅(CAA),并由内阁府食品安全委员会(FSCJ)进行风险评估。

在日本法规体系下,一个合成树脂的合规性,取决于其化学构成的合规性和最终产品的合规性。首先需要查看物质“所属附表”,代表该物质允许在该附表限定的聚合物类别中使用;其次,需要确保构成树脂的所有单体和起始物都必须在正面清单上;它们的组合方式必须符合“备注”中的规定;最后,最终的树脂材料必须满足“使用限制”中设定的各项技术指标。 如果产品超出上述限制的使用用途,需要进行扩大使用申请。如果产品没有列入法规:该物质不允许用作树脂材料,需要进行新物质申请。
